Thrive Alliance is hiring for a Community Resilience Manager to lead the Thrive RISE program and oversee other Thrive initiatives and projects focused on disaster risk reduction. Thrive RISE (Resilience in Shared Emergencies) is a coalition of Community Organizations Active in Disaster (COAD) for San Mateo County. Thrive RISE enhances community resilience and facilitates communication, coordination, and collaboration among nonprofit and faith-based organizations, government agencies, and the private sector during all phases of a disaster. An ideal candidate for this role is a community organizer, committed to cross-sector collaboration, with experience in emergency management and response.

Responsibilities

Responsibilities consist of, but are not limited to: 

COAD Network Leadership & Coordination

• Build and lead Thrive RISE, the COAD network for San Mateo County.
• Organize and support COAD Committees, working closely with Committee Chairs on disaster-related initiatives.
• Plan and lead quarterly multi-sector COAD meetings focused on education, networking, and collaboration.
• Facilitate emergency COAD meetings to assess needs, coordinate responses, and mobilize organizations.

Community & Government Engagement

• Develop partnerships with county and city departments, elected officials, nonprofits, faith-based groups, and other COADs/VOADs to strengthen the network.
• Serve as a liaison with the San Mateo County Department of Emergency Management, supporting community engagement efforts.

Emergency Preparedness & Response

• Design and implement emergency preparedness training for local nonprofits.
• Manage Thrive’s emergency response and continuity of operations plans.
• Lead COAD communications, including updates from the Emergency Operations Center (EOC), newsletters, and Google Group management.
• Participate in regional/local tabletop exercises to enhance emergency response readiness.
• Facilitate the execution of MOUs among organizations to improve coordination during emergencies.
• Work with emergency translators to ensure multilingual communication.
• Track COAD efforts and compile after-action reports.

Strategic Planning & Budget Management

• Lead planning and coordination of the annual Climate Summit for San Mateo County.
• Collaborate on grant writing for priority projects.
• Manage the COAD budget in partnership with the COO.
• Support and collaborate with the extended Thrive team as needed.

Qualifications

• Commitment to the mission of Thrive, appreciation for community nonprofits, and support for the organization's strategic goals 
• Bachelors (Masters preferred) in Emergency Management, Geography, Environmental Studies, Sociology, Sustainability, or related field
• Knowledge of and relationships with San Mateo County nonprofits, community based organizations, and faith based organizations
• Community Organizer experience
• Excellent written and verbal communicator and can publicly present at meetings and seminars 
• Understanding of the basic principles of emergency management, as well as experience with other topics related to disaster risk reduction
• Able and willing to work nights and weekends during major emergencies 
• Preferred experience working with Google Suite, Hubspot, Canva, Squarespace, and similar applications. 
• Lived experience in disaster as a resident or response and recovery worker
