Director | Head of Project & Portfolio Management (PMO Leadership Role)

Location: Houston, TX (Downtown - In office 5 days per week)

Job Type: Full-Time

Reports To: Chief Information Officer (CIO)

Job Summary

We are seeking a dynamic and strategic leader to build and drive a high-performing Project & Portfolio Management (PPM) function, overseeing the planning, execution, and governance of enterprise-wide technology and transformation initiatives. In this leadership role, you will lead project portfolio management, budget optimization, and delivery governance while fostering cross-functional collaboration and innovation. The ideal candidate will bring deep expertise in PPM, modern delivery methodologies, resource optimization, and financial stewardship to accelerate the organization's digital and data-driven journey, particularly within complex, industrial or energy-related environments.

Key Responsibilities

Project & Portfolio Management (PPM)

  • Establish and scale a best-in-class PPM function with enterprise-wide standards, governance models, and delivery frameworks.
  • Lead portfolio prioritization, resource planning, value delivery, and project lifecycle tracking.
  • Manage the technology project budget, ensuring financial accountability and ROI-driven investments.
  • Drive adoption of Agile, hybrid, and iterative delivery models tailored to enable speed and innovation.
  • Create portfolio transparency via dashboards, KPIs, and executive reporting.
  • Proactively manage project risks and ensure alignment with business goals.

Strategic Technology Enablement

  • Align PPM initiatives with the broader technology roadmap and digital transformation goals.
  • Foster a data-driven culture with enhanced visibility into program outcomes and value realization.
  • Implement automation and digital solutions that improve project management capabilities and reporting.

Leadership & Stakeholder Engagement

  • Build and lead a high-performing PMO team focused on innovation and continuous improvement.
  • Partner closely with business and technology leaders to drive cross-functional collaboration.
  • Act as a trusted advisor to executive leadership on project execution and business transformation strategies.

Qualifications & Experience

Education

  • Bachelor’s degree in Business, Computer Science, or a related field preferred.
  • Equivalent work experience will also be considered.

Experience

  • 7+ years of experience in Project & Portfolio Management (PMO), with Agile, Waterfall, and hybrid delivery models.
  • Proven success managing complex technology portfolios and budgets, preferably in industrial, energy, or heavy manufacturing sectors.

Skills & Competencies

  • Expertise in leading large-scale projects with strong business alignment.
  • Deep knowledge of PPM frameworks, Agile methodologies, and DevOps practices.
  • Strong financial planning, IT SDLC, and vendor management skills.
  • Exceptional ability to translate complex insights into impactful executive narratives.
  • Understanding of operational, regulatory, and safety considerations in industrial sectors.

Work Environment & Physical Requirements

  • Primarily office-based with occasional travel to field locations.
  • Some exposure to outdoor or operational environments requiring adherence to safety protocols.
  • May involve physical activity during site visits.
  • Availability for emergency response and after-hours support when necessary.
