Job Title: EEO Investigator (Onsite in Washington, DC)

Conduct investigations of formal EEO complaints filed by current or former federal agency employees, contract employees that qualify as having a joint-employer relationship with the agency (contingent workers), or applicants for employment. This includes, but is not limited to, preparation of Investigative Plan, interviews of parties and witnesses, requests for evidence and obtaining the necessary evidence (to include compensatory damages when claimed and relevant statistical evidence), compilation of investigative files, and preparation of the ROI. All investigations shall be conducted in accordance with EEOC Regulations at 29 C.F.R. §1614 et. seq. and MD-110.

Job Duties

  • Assignment - EEO Investigator shall be assigned within three (3) calendar days of receipt of the Letter of Authorization to Investigate.
  • Investigative Plan (IP) - The EEO Investigator shall prepare an IP and schedule in accordance with technical guidance to be provided by the POC.
  • Conduct of the Investigation - The EEO Investigator shall adhere to the IP in conducting the investigation, however, the EEO Investigator shall also modify the IP whenever it becomes necessary as a result of new information obtained during the course of the investigation (e.g. new witnesses to interview, additional site visits).
  • Securing Testimony - Testimony required for the investigation shall be obtained through interviews of parties and witnesses, affidavits, and/or replies to interrogatories. The EEO Investigator shall obtain affidavits/statements of testimony by affirmation (written statement) under penalty of perjury.
  • Document Requests - The EEO Investigator shall gather relevant documentation, such as statistical data, personnel information, comparative data, policies, and objective evidence as outlined in, but not limited to, EEOC MD-110. Document request shall be submitted in writing to the POC. Document request shall specify a firm deadline for the return of the requested documents. If the EEO investigator encounters difficulties in obtaining documents, they shall immediately inform the POC to request assistance in obtaining the documents.
  • Amendments - The EEO Investigator shall notify the POC immediately whenever the complainant indicates a desire to amend a complaint, and shall amend the IP as appropriate, notify the POC of the nature of such IP amendments, and proceed with the investigation according to the amended IP only upon approval from the POC.
  • Withdrawal - If the aggrieved party voluntarily elects to withdraw from the EEO administrative process, the withdrawal shall be in writing, reference the case number(s) of the relevant formal complaint and contain the signature of the aggrieved party. The withdrawal shall be transmitted to the POC within 24 hours of receipt by the EEO Investigator.
  • Reports of Investigation (ROI)

Minimum Qualifications

  • Bachelor's degree in a related field
  • Certified as a Federal EEO Complaints Investigator by having completed the required thirty-two (32) hours of Investigator training and commit to at least eight (8) hours of continuing Investigator training every year
  • 3+ years of experience in investigating EEO complaints for the federal government, with at least 30 federal EEO investigations conducted within the last two (2) years.
