Job Description

Responsibilities

  • Manage all phases of a technology-focused project with a strong emphasis on quality, budget, and schedule adherence.
  • Coordinate and supervise internal staff and external vendors in a matrixed team environment.
  • Facilitate and oversee business analysis, including business process mapping and documentation.
  • Develop and manage project budgets, schedules, and work plans.
  • Define and track project deliverables, ensuring alignment with functional, technical, security, and contractual requirements.
  • Establish and oversee deliverable review processes and acceptance criteria.
  • Monitor vendor and contractor performance, ensuring accountability and quality.
  • Document system and technical requirements.
  • Communicate effectively with stakeholders, management, and project teams.
  • State Project Delivery Framework methodologies and tools.
  • Prepare and manage solicitation documents such as RFOS and SOWS.

Required Skills and Experience

  • Full-time project management experience, including managing large, complex projects across all development phases.
  • Experience with structured design and development processes, project estimation, risk mitigation, and managing scope.
  • Demonstrated ability to set goals, make sound decisions, negotiate, and facilitate solutions in complex project environments.
  • Experience in business systems analysis and identifying stakeholder needs.
  • Business process reengineering and mapping, identifying technology solutions.
  • IT requirements documentation experience.
  • Direct experience in a PM role with the state agency (contractor or employee).
  • Experience writing RFOS, RFIS, and SOWS.
  • Experience collecting requirements from diverse, geographically dispersed business units.
  • Experience working with cloud-based implementations.
  • Familiarity with the State Project Delivery Framework.
  • Preferred Experience with Salesforce.
