Job Description

WORK OBJECTIVE:

This is advanced technical support work with high level administrative responsibility in the supervision of programming and systems application development. Work involves independent project planning, scheduling and formulating complex/extensive systems analysis, systems design and programming projects for various functions within the Clerk's Technology Department. Duties include data mining for legislative mandates, management statistical analyses, customer support, and benchmark and comparative data analytical support, developing procedures for the key quality data indicators of accuracy, accessibility, and security.

ESSENTIAL FUNCTIONS:

Collaborate with and across Agile teams to design, develop, test, implement, and support technical solutions in full-stack development tools and technologies.

Performs system analysis and defines business requirements for complex computer applications; Maintains security rights for individual users within applications.

Lead life cycle application development for complex on-line and batch systems on multiple platforms and operating systems.

Frontend Development:

Develop front-end components for a seamless user experience.

Ensure cross-browser compatibility and mobile responsiveness.

Implement state management for complex applications.

Handle data flow and maintain a consistent application state.

Develop reusable and modular UI components for efficient code maintenance.

Optimize components for maximum performance and reusability.

Implement server-side logic, APIs, and data processing components.

Optimize microservices for scalability and efficiency.

Database and Data Management:

Design and maintain databases for efficient data storage and retrieval.

Implement data processing and manipulation as needed by the applications.

Testing and Quality Assurance:

Write comprehensive unit tests and conduct thorough testing to identify and resolve issues.

Collaborate in code reviews to maintain code quality and consistency.

Performance Optimization:

Optimize application performance for faster loading and smoother user interactions.

Profile and troubleshoot performance bottlenecks.

Security and Compliance:

Implement robust security measures to safeguard applications and user data.

Ensure compliance with data privacy regulations and best practices.

Documentation:

Create and maintain technical documentation for code, APIs, and microservices.

Document best practices and guidelines for development processes.

Collaboration:

Collaborate closely with cross-functional teams, including designers, product managers, and other developers.

Participate in Agile development methodologies, including sprint planning and daily stand-ups.

Management and the employee will meet to set long-term performance goals and objectives, along with target dates on an annual basis. Monthly meetings will be conducted to establish and review all intermediate goals and objectives, including timely completion of Service Requests, Customer responsiveness and project tasks to be accomplished. The timely and accurate completion of goals and objectives will be used in preparation of performance evaluations.

MINIMUM REQUIREMENTS FOR THE POSITION:

  • Bachelor’s degree in computer science; supplemented by at least (5) years of relevant experience in Apps development and system analysis role; or an equivalent combination of education, certifications, training, and work experience.
  • Strong technical background and experience as Full-stack developer, including Microsoft .Net Framework, C#, MVC, Database technologies (MS SQL) and Web APIs.

· Experience with consuming and writing web services

PREFERRED QUALIFICATIONS:

· Microsoft Software Development Certifications, such as MCSD: App builder and/or MCSA: Web Applications

· Certified Scrum Master (CSM), Project Management Professional (PMP)

· 2+ years of experience working in an Agile software development and DevOps

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to shift project assignments immediately due to project priority changes, even in primary assignment areas, based on personnel availability and workload requirements.
  • Ability and commitment to provide occasional coverage after normal working hours for non-standard processing situations, position vacancies, or when shifts in daily hours are warranted to improve coverage in peak or critical processing cycles.
  • Ability and commitment to provide "on-call" or "call back" services as deemed appropriate by upper management.
  • Ability to communicate both orally and in written form, clearly and concisely, with supervisors, managers, customers and directors of the Office of the Clerk of Courts.
  • Project leadership skills (project planning, scheduling, and estimation) necessary to coordinate the activities to successfully implement a large-scale project or multiple projects concurrently.
  • Continual growth and knowledge of computer languages, on-line and batch, and structured programming techniques (including MS SQL, Stored Procedures, Entity Framework, SSIS, SSRS, .NET Framework, Visual Studio, C#, VB.NET, ASP.NET, AJAX, and jQuery, JavaScript, ASP.NET, MVC, SOA, ASMX, REST, WCF or ASP.NET Web API, XSLT, XML, JSON, HTML/HTML5, CSS/CSS3, Bootstrap, Team Foundation Server). Scope and level of expertise in these areas will vary based on application area being supported.
  • Considerable knowledge of systems analysis, statistics, and formal principles of reasoning.

· Ability to write complex SQL queries against SQL database sources

  • Ability to plan computer applications to meet current and future needs.
  • Ability to make decisions and to evaluate programs adequately.
  • Ability to abide by all policies and procedures set forth by management.
  • Ability to work within a team.
  • Ability to establish and maintain professional working relationships with all individuals with who contact is necessary regardless of race, religion, age, sex, or handicap.
  • Able to ensure that standards, policies, procedures, guidelines, and processes are followed
  • Display excellent application and database layer problem solving skills.
  • Able to work with business users to understand data integration related problems and provide solutions.
